Since you have dark hair, you have the perfect frame around your face. Don't use dark colors - they'll compete with that ';frame.'; Do, dress it up with iridescent colors. Try opal. Bobbi Brown has a great shimmer powder that you can use on cheeks, eyes, etc.

I have the same colourings. During the day i stick to browns-if u get a shimmery one it brings out the blue in your eyes.
For night i stick with black-for effect!
I know it sounds boring but coloured eye-shadow can look well tacky if its not done right! Or if it matches your clothes! Haha
Remember eyeliner! On upper lid-extended out slightly to make ur eyes wider and just under lower lashes for darker, smokier look!

copper and light brown. If you have dark hair, black eyeliner looks really good. Try to not have too much eye shadow, since your blue eyes add enough color to your face. And just try to accent the color you already have.

well, to make blue eyes pop,
you should use either brown, dark blue or purple, or so people say.
with your black hair, I think your best bet would be to go with purple! that will look stunning! :D
purple suits all skin tones. Go and have a chat to a cosmetics counter girl.. they'll give you the best advice for your tones.
